Cars driving too fast? Nobody gives way? Hazardous roads? Well take down every sign and that'll make it better! Too stupid for words - apparently not!

I heard about this on the radio this morning. I wonder how many accidents they'll have before they put the signs back up?

And I fail to understand the logic that got to this decision in the first place. I can only guess at two versions:
1. The signs themselves are distracting and making drivers into worse drivers. An example here last year (I think) was confusing speed signs that had people unsure whether they should be going at 60 or 80 (K's that is) so naturally everybody choose the higher one right through the middle of major roadworks. When asked why, people invariably said "I knew it was too fast but the signs said it was ok" or some such comment.
2. Taking away the signs takes away all guidance so that the police will be free to prosecute on an arbitrary basis. Before you think I mean that badly, I mean that if they see someone driving at 60 but the conditions indicate that they should be going slower, they can still book them on more general "safety" grounds. Here, at least, you can't be booked for "speeding" if you are below the speed limit mo matter how slow the conditions indicate you ought to be driving at.
