The 80's driver

Over the last few months, I have noticed a driver on the roads in the morning at the same time as me.
He drives a green Holden ute (any more than that is a foray into unknown technical areas for me!) with a blue company logo on the side. He has come to my attention because of a curious style of driving he has. The route we go starts at 70 (km/h) then 80 then 100,80,70,80,60 and then finally 50. He drives at 80 no matter what the limit is.
I could understand that if he was trying to hurry somewhere but when we get to 100, the single longest section of the journey, he continues on at 80. I usually pass him about 1/3rd of the way into this stretch, after he has passed me in the initial parts. When I slow down at the end again, he catches up, particularly in the 50 stretch!
He takes immense risks in the lower speed limits to maintain that speed and then poses a hazard in the faster sections by now being the slow-moving vehicle. Just peculiar! His accelerator's stuck?
