I don't get it - what is it? Avant-garde?

I went down to Doddi's beach today and all the casuarinas on the Eastern end of the foreshore are painted bright red, from ground right up to their highest leaf. I'm really not sure what it's about - if it's a practical joke, they've gone to an awful lot of trouble and if it is some kind of spraying programme, I'm not sure that it had to be quite that bright!
