According to (*SPOILERS* in the link) Total Sci-Fi,
the new Torchwood team is going to have three members in addition to Jack and Gwen: CIA agent Rex Matheson, Agent Esther Katusi and (newest addition) surgeon Vera Juarez. No casting has been confirmed yet for those three parts.
